Those buying raw opium are allowed 3 days within

which to convert all the quantity purchased to prepared opium.

They should not be allowed to keep it privately or store it for a long time so as to impare the generaly position of

suppressing opium.

Branch Offices will be established by the Kwong Un

General Office in all the outlying Prefectures and districts

and under the same management. The various raw and prepared

opium dealers are not allowed to raise complications in order to

have sole responsibility and to secure uniformity.

The various dealers in raw and prepared opium who

have been granted permits to carry on business should come to

have them changed. Those who have not been granted permits shoul/

apply for them within 5 days from the commencement (or the

monopoly). In future it will be allowed only to close the

business but no additional shops shall be opened to purchase

will be allowed without a permit.

No raw opium shall be purchased without a permit for

same and no opium shall be prepared without a permit for same.

Any contravention will be seriously dealt with.

If any dishonest man practices deceit and breaks

these regulations his permit for carrying on business will be

cancelled, he will be compelled to close his business and.

heavily fined as a `warning (to others).

The fixed basis for reckoning is 5 mace of prepared

opíum, every tael of raw opium. Supposing that the purchase of

1 tael of raw opium is reported, the payment of tax when the

opium has been prepared will be calculated as on 5 mace of

prepared opium. This fixed basis ** will enable us to know the

quantity of prepared opium consumed and will prevent disputes

as to quantity of opium prepared.

The quantity of raw opium stocked by the various

dealers in raw opium before the commencement (of the monopoly) should be reported to the General Office on the opening day to
